Can't start photo thread?

Why can't I start a thread in "user-submitted photos"? I mean, I'm a mod, and even I can't start a thread?

I was going to post a JPEG version of this:

Hi,

Just noticing the slight differences: this unit has the (older?) smaller rear window, and the dimple for the (older?) rear camera; in addition to the top fin. It also has the (older?) symmetrical rear vents around the license plate -- no green 'e' there... I can't tell if it has side mirrors.
